As part of a recruitment initiative to broaden the Naval Police workforce, Navy members will now be seeing Able Seamen on the beat.  Able Seaman Naval Police Coxswain Nichole Stephenson is fresh out of training after initially joining the Navy to be a Cryptographic Linguist.  She is one of four Able Seamen who are now part of the team that helps uphold the discipline of the Services.  More.....
30 Jul 2017 Gas turbine training full ahead
More often thought of as what powers aircraft traversing the skies, the gas turbine is also what gives many Australian Navy ships their get up and go.  For maintainers of those gas turbines, training is on the improve.  Gas turbines are used in Adelaide and Anzac class frigates, and in both Canberra class amphibious ships, but until recently, maintainers didn’t have a training environment ashore that was real-to-life.  More.....

When I was a young boy I was always intrigued by an elderly gentleman who lived a few doors away from my house. Nobody seemed to know much about Jack Taylor. He was friendly enough and always had a smile and wished people a good day or good evening but, generally, he kept himself to himself and appeared to have very few close friends. He was a Rent Collector and could be seen most afternoons or evenings riding around the area on his bike or knocking on doors collecting the tenant’s fees.  Continues.....
26 Jul 2017 USS Thunderbolt fires warning shots after Iranian vessel comes within 150 yards
In one of Iran’s more daring challenges to U.S. Navy vessels operating in the Persian Gulf, an Iranian naval vessel came within 150 yards of a U.S. Navy ship forcing it to fire warning shots.  According to the U.S. Central Command, coastal patrol ship USS Thunderbolt was operating in international waters of the Persian Gulf on July 25 when the Iranian ship approached.  More.....

The most obvious response to the Chinese intelligence-gathering ship snooping around in Australia’s Exclusive Economic Zone in the Coral Sea would have been to put an RAAF P-3 maritime patrol aircraft right over the top of it.  There’s nothing the Five Eyes countries won’t already know about the electronic eavesdropping capabilities of the 6,000-tonne Type 815 Dongdiao-class vessel, but that’s no reason not to add more information to our emissions libraries and to give the ship’s crew something to think about.  More.....

24 Jul 2017 US Navy’s oldest commissioned warship undocks after two-year restoration
The U.S. Navy’s oldest commissioned warship, the USS Constitution, was refloated at historic Dry Dock 1 at Charlestown Navy Yard, Boston National Historical Park, on July 23.  Since entering dry dock on May 18, 2015, ship restorers from the Naval History and Heritage Command Detachment Boston, and teams of Constitution sailors have worked side-by-side to bring Old Ironsides back to her glory.  The ship is expected to continue post-docking restoration work before re-opening to the public in early September.  More.....

23 Jul 2017 Trump commissions US Navy’s newest aircraft carrier USS Gerald R. Ford
U.S. president Donald J. Trump commissioned the U.S. Navy’s most expensive ship ever built, the USS Gerald R. Ford, in a ceremony at Naval Station Norfolk on Saturday.  The commissioning ceremony for the navy’s new aircraft carrier was attended by a crowd of 10,000 who watched the festivities from the hangar bay, the pier and USS Dwight D. Australia’s massive shipbuilding program must become a strongly focused national effort involving government, Defence and industry, says Chief of Navy Tim Barrett.  ‘It will only work if it’s a national enterprise, a national endeavour’, Vice Admiral Barrett tells The Strategist.  Barrett says the government’s decision to build many new warships in Australia has launched the nation on a naval ‘build and sustain’ process.  ‘I think that’s a sovereign capability we should seek’, he says, ‘but I’m not naive to the challenges we will need to work through’.  More.....
21 Jul 2017 Deployment an open book for kids
A Navy family member has written a book to help children understand what their parents do in the Navy, and to help them cope when they are deployed.  Hayley Boswell, spouse of Chief Petty Officer Bradley Lynch, said she wrote the book for her five-month-old daughter Evie-May for when her dad was away.  “She loves the pictures and the bright colours, so I feel she connects with the book even being so young,” Ms Boswell said.  More.....
21 Jul 2017 Allied Forces Defeat Adversary In Major United States-Australia Military Exercise—Talisman Saber 2017
The United States (US) and Australian Defence Forces have proven their interoperability in a major land warfare scenario in the Shoalwater Bay Training Area last night with an intense final assault on the ‘enemy’.  More than 33,000 soldiers, sailors, airmen and marines from Australia, the US, New Zealand, Japan and Canada have spent the past three weeks involved in the realistic, scenario-based military exercise TALISMAN SABER 2017 (TS17).  The exercise took place in Central Queensland, with elements also supporting the mission in Brisbane, Townsville and Hawaii.  More.....
20 Jul 2017 To the edge of space
A photo shared by the Royal Navy recently took us to the edge of space in the rear seat of a Hawk jet from the Royal Naval Air Station Culdrose.  Taking the picture 8.3 miles above Cornwall, the aircraft, from 736 Naval Air Squadron (the Royal Navy’s Adversary Squadron), was flying at 44,000 ft, heading south between Lands End and the Scillies.  The Hawk’s canopy affords an excellent view of the curvature of the earth as well as the inky blue of the edge of space.  More.....

Ministers from five countries, including Australia, will meet in London this week to explore challenges faced by contemporary veterans, and how governments can improve support services to help them achieve a fulfilling post-service life.  Veterans’ Affairs and Defence Personnel Minister Dan Tehan said the International Ministerial Conference on Veterans’ Issues would provide an opportunity to gain insights, in particular, into how our partner nations – Canada, New Zealand, the United Kingdom and United States – deal with mental health issues and suicide prevention.  More.....

The following is the text of an email to an ex-Navy member:
Dear Mr --------,

Thank you for your email dated 26 June 2017. I apologise for the time it has taken for this response to be sent.

Please find below an explanation on commutations of DFRDB Pensions.

I would like to begin by highlighting that the word 'commutation’ is defined as the exchange of one form of rights or obligations for another; it cannot be taken to mean a loan or advance. The word itself connotes that it is a permanent reduction, which is why it is not explicitly expressed in DFRDB legislation.

An election to receive a commutation results in a permanent reduction in your pension and is not a loan from the Australian Government, even if you attain or exceed your life expectancy. This means that your decision to receive a commutation cannot be changed and the commutation amount cannot be ‘paid back’ to receive higher retirement pay.

CSC is bound by the DFRDB Act. As such we are not permitted to create or amend a benefit in a way that is not expressly authorised by the act. I have also attached the act to this email. Section 24 (Page 26) relates to commutation payments.

The DFRDB Act was written using the legal principle that where a statute expressly includes one action, it is taken to prohibit other actions of the same kind that are not mentioned. The DFRDB Act contains a variety of situations by which commutation may be payable, and provides a formula for its calculation using life expectancy factors. It does not, however provide for a mechanism by which commutation reductions may be reversed or altered. As such it is not possible for CSC to revert your benefit to an uncommuted payment as per your request.

14 Jul 2017 Australia green lights Garden Island wharf recovery project
A project to repair and upgrade two Sydney wharves used by the Royal Australian Navy has received green light to start.  The project, called Stage One, is aimed at addressing significant condition, capacity and compliance issues with two existing wharves at Garden Island (East), Sydney, New South Wales.  These wharves, referred to as the Cruiser Wharf and the Oil Wharf, will be demolished and a new wharf in a revised alignment will be built in their place.  More.....

11 Jul 2017 Increasing veterans’ workforce participation
Minister for Veterans’ Affairs Dan Tehan today said that more veterans could now access the Special and Intermediate Rate of Disability Pension as a result of a 2017-18 Budget initiative.  The eligibility criteria for the Special and Intermediate Rate of Disability Pension under the Veterans’ Entitlements Act 1986 has been amended to remove work history restrictions for veterans aged 65 and over.  “The amendment removes the requirement for veterans to have worked continuously for 10 years with the same employer,” Mr Tehan said.  More.....
11 Jul 2017 Australian shipbuilder Austal opens new vessel sustainment office
Australian shipbuilder Austal has officially opened a new vessel sustainment office in Cairns to support the Cape-class fleet and the future Pacific Patrol Boats (PPB) that Austal is currently building.  Austal’s vice president defence, Davyd Thomas AO CSC, who was in Cairns to meet with staff and to host supplier engagement forums for the company’s bid for the $3 billion Offshore Patrol Vessel (OPV) program, said that the opening of the Cairns office marked the next big step for Austal’s national expansion.  More.....

10 Jul 2017 Energy Assistance Payment for veterans and their families
Minister for Veterans’ Affairs Dan Tehan today said that 233,000 Department of Veterans’ Affairs clients last week received a one-off payment to help with rising energy costs.  Mr Tehan said that the Energy Assistance Payment (EAP) was announced in the 2017-18 Budget and is part of the Government’s ongoing commitment to supporting the men and women who defend our nation.  Veterans and dependants receiving an eligible compensation payment will receive a payment of $75.  More.....
10 Jul 2017 HMAS Arunta departs the Middle East to return home
Royal Australian Navy (RAN) frigate HMAS Arunta is returning home to Australia after completing the longest Middle Eastern deployment by a Navy vessel since 1990.  Arunta concluded its assignment to Joint Task Force (JTF) 633 as part of Operation MANITOU and handed over responsibility to HMAS Newcastle after completing a nine-month deployment conducting counter terrorism and maritime security operations.  The ship made three significant intercepts during the deployment netting more than 1310kg of illegal narcotics.  More.....
10 Jul 2017 Career coaching for Australian Defence Force members leaving the military
The Department of Defence today launched an individual career coaching service for Australian Defence Force (ADF) members leaving the military.  Minister for Defence Personnel Dan Tehan said following a successful pilot in Townsville, Holsworthy and Adelaide the coaching service would now be available nationally.  “The Government recognises that leaving the military can be a significant life changing event which requires accessible and tailored support,” Mr Tehan said.  More.....

Our deployed forces will receive a major communications boost after Minister for Defence Industry, the Hon Christopher Pyne MP and Minister for Defence, Senator the Hon Marise Payne, today announced a $223 million contract with Northrop Grumman Australia for the acquisition, construction and support of a new satellite ground station.  Minister Pyne said the satellite ground station will be built at Kapooka in New South Wales along with an integrated network management system.  More.....

07 Jul 2017 Taxation treatment of superannuation income streams
It has been a longstanding feature of the Australian superannuation system that military personnel and military invalidity pensioners are subject to tax on their superannuation income streams.  Under the Commonwealth Superannuation Corporation system, payments made before preservation age are treated as income and taxed accordingly.  Before the 2016-17 Budget, some superannuants were using a loophole to reduce their tax obligations on their superannuation income streams by electing to treat their income as a series of lump sum payments.  Elsewhere in the tax system similar attempts to reduce tax are not sanctioned and the enabling loopholes are closed.  More.....

05 Jul 2017 USS Stethem enters Chinese territorial waters
On July 2nd, 2017, US Navy’s destroyer, USS Stethem, sailed within 12 nautical miles of Triton Island, a disputed island claimed by China in the South China Sea, according to Fox News.  China has treated the USS Stethem’s entry into their territorial waters off the Xisha Islands as a provocation.  Chinese Foreign Ministry Spokesperson,Geng Shuang, commented on the entry during a regular press conference on July 3rd, 2017.  More.....

Minister for Veterans’ Affairs Dan Tehan announced today that veterans, their families and local communities around Australia would benefit from more than $473,000 in Government grant funding for community projects.  Mr Tehan said grant funding had been provided to 30 community projects under the Veteran and Community Grants program.  “This grant program provides money to local community organisations so they can better support our veterans and their families,” Mr Tehan said.  More.....
04 Jul 2017 First deck landing on HMS Queen Elizabeth
A Merlin helicopter has landed on HMS Queen Elizabeth’s enormous flight deck – the first aircraft to ever touch down on Britain’s biggest warship.  It fell to 26-year-old pilot Lieutenant Luke Wraith from Yorkshire to set the 14-tonne helicopter safely down on the aircraft carrier, just days after she left Rosyth to begin trials in the North Sea.  He had a four-acre flight deck – almost the size of three football pitches – to aim for, where experienced aircraft handlers were waiting to guide him safely in and then lash the helicopter firmly down.  More.....

Anti-submarine warfare (ASW) is an arcane science (and perhaps its practitioners prefer it that way), but it’s an incredibly important part of naval warfare. It’s also notoriously difficult—like trying to find the needle in a proverbial haystack—except that the needle might be trying to kill you.  But as a rule of thumb, an effective ASW strategy uses assets to efficiently search the greatest volume of water possible in a given period of time.  Large surface combatants are slow at the best of times, and during ASW operations they move even slower to reduce noise.  More.....
03 Jul 2017 Multi-billion deal: Royal Navy orders three new Type 26 frigates
The first of the Royal Navy’s next-generation frigates will be laid down before the month is out after a £3.7 billion order was placed for three Type 26s.  Defence Secretary Sir Michael Fallon yesterday announced the contract with BAE Systems to deliver the first batch of global combat ships.  They will be the first three of eight vessels to replace the equivalent number of specialist submarine-hunting Type 23 frigates currently in service.  More.....

Our military will receive new cutting edge protection against Chemical, Biological, Radiological and Nuclear (CBRN) threats as a result of up to $300 million worth of new equipment announced today by Minister for Defence, Senator the Hon Marise Payne.  The project will deliver individual and collective protection from CBRN hazards including detectors, suits, masks, protection tents, decontamination systems, contaminated equipment containers, warning and reporting software and simulation systems.  More.....
01 Jul 2017 Safeguarding veterans’ pharmaceutical benefits
Minister for Veterans’ Affairs Dan Tehan today announced additional funding to ensure Department of Veterans’ Affairs (DVA) clients would continue to have access to pharmaceuticals through the Repatriation Pharmaceutical Benefits Scheme (RPBS).  “From 1 July 2017, the Australian Government will provide $663,000 in additional funding over five years for 35 pharmaceutical items,” said Mr Tehan.  “The funding will safeguard the availability of 34 items, one new listing and the addition of five generic brands.”  More.....

Keeping the country safe is the first duty of government and should be the constant concern of those with responsibility for our well-being.  But I worry that a decade or so hence, maybe sooner, Australia might face a security crisis in our region and find that governments of yesterday and today had left their successors with inadequate means to deal with it.  Government’s job is to plan for the worst as well as to work for the best.  We will be judged by history as well as by our contemporaries and, at least where national defence is concerned, we have to think and prepare for the very long term indeed.  More.....

Royal Navy’s new aircraft carrier HMS Queen Elizabeth was joined by two frigates as she embarked on her maiden sea trials.  The frigates’ role is to secure the seas around the aircraft carrier as she conducts vital system tests off the coast of Scotland today.  HMS Queen Elizabeth left Rosyth, where she has been under construction since 2014, on Monday with 700 sailors and 200 industry contractors on board.  More.....

The Regional Assistance Mission to Solomon Islands (RAMSI) will come to a close on 30 June 2017 after nearly 14 years of assistance provided to the Solomon Islands Government.  Minister for Defence, Senator the Hon Marise Payne, acknowledged the significant Defence contribution to RAMSI.  “The outstanding success of RAMSI reflects the enduring commitment of Australia and its regional partners in working together to assist the people of the Solomon Islands,” Minister Payne said.  More.....

29 Jun 2017 Talisman Saber 2017 officially opened in Sydney
Australia's largest military exercise, Talisman Saber, was officially opened today aboard the United States Landing Helicopter Dock the USS Bonhomme Richard (BHR) off the Sydney coast.  Minister for Urban Development, the Honourable Paul Fletcher MP, representing the Minister for Defence, and the US Charge d'Affaires, Mr James Carouso, officially announced the start of the combined military exercise taking place from late June through to late July.  Field training will occur in Shoalwater Bay Training Area, near Rockhampton and Mount Bundy Training Area, south of Darwin.  More.....
28 Jun 2017 Family statement on the death of Lieutenant Commander Steven Noakes
It is with profound sadness that the Australian Defence Force announces the passing of Lieutenant Commander Steven Noakes.

Steven was a much loved husband, father, brother, uncle, son and proud Navy member. He devoted 36 years of his life to serving his country and for that we couldn't be more proud of him. When not home with his family, he was most happiest when at sea with his crew.

We wish to extend our thanks to his shipmates and colleagues who provided such a rewarding and joyous career to Steven over the years. His life has made a significant impact on all those who knew and loved him.

Minister for Veterans’ Affairs Dan Tehan said a national forum today in Canberra would investigate ways to improve the claims process for veterans.  Mr Tehan said the Claims Management Forum delivered a Coalition election promise and would help improve the service to veterans provided by the Department of Veterans’ Affairs (DVA).  More.....

Fears have been raised that Britain’s largest ever warship could be vulnerable to cyber attacks after it emerged it appears to be running the outdated Microsoft Windows XP.  As HMS Queen Elizabeth left its dockyard for the first time to begin sea trials, it was revealed the £3.5billion aircraft carrier is apparently using the same software that left the NHS exposed.  More.....
27 Jun 2017 Australian Navy’s MV Sycamore arrives in Sydney
Royal Australian Navy’s multi-role aviation training vessel (MATV) MV Sycamore arrived in Sydney harbor on Monday morning after completing her maiden voyage from Vietnam.  The 94-metre long vessel is now less than a month away from deployment after completing sea trials in April this year.  Built by Damen, MV Sycamore is a special purpose ship that has been designed and constructed to combine both commercial and military characteristics.  More.....

It is with deep regret the Australian Defence Force can confirm the death of a Royal Australian Navy member.  The member was deployed on Operation RESOLUTE in Australian Defence Vessel Cape Inscription.  The next of kin have been informed and Defence is providing support to the member's family and shipmates.  On behalf of the men and women of the Australian Defence Force, the Chief of the Defence Force extends his deepest sympathy to the family, friends and shipmates of the deceased member.  Defence is liaising with local authorities and the cause of death is not yet known.  As such, it is not appropriate to provide further details at this time.

Minister for Veterans’ Affairs Dan Tehan today said that community groups and ex-service organisations could apply for funding to support local events organised for Veterans’ Health Week 2017. Veterans’ Health Week (VHW) will run from Saturday, 21 October, to Sunday, 29 October, 2017 with the theme of ‘physical activity’.  More.....
