31 Jul 2020 Congress Awards its Highest Honor to USS Indianapolis Crew
Congress has awarded the Congressional Gold Medal, its highest honor, to surviving crew members of the USS Indianapolis, the ship that delivered key components of the first nuclear bomb and was later sunk by Japan during World War II.  The ship, with 1,195 personnel aboard, delivered enriched uranium and other parts of the atomic bomb ‘‘Little Boy" that was later dropped on Hiroshima, Japan, in August 1945.  More.....
31 Jul 2020 Marine Dead, 8 Missing Following AAV Incident Off California
A Marine is dead and eight more are missing after an amphibious assault vehicle incident off the coast of California late Thursday.  Fifteen Marines and a sailor were aboard the AAV, assigned to the 15th Marine Expeditionary Unit, as it was operating near San Clemente Island.  They reported taking on water at about 5:45 p.m. local time.  Eight from the AAV were recovered, according to a statement from I Marine Expeditionary Force.  More.....

The Australian Defence Force (ADF) has expanded its support to Victoria’s COVID-19 response, with around 1,400 personnel deployed in Victoria at the request of State authorities.  The ADF’s current tasks include:

29 Jul 2020 Royal New Zealand Navy commissions HMNZS Aotearoa Polar-class support vessel
The Royal New Zealand Navy commissioned the HMNZS Aotearoa, the service's new fleet tanker and sustainment vessel.  A commissioning ceremony was held today during which Captain Simon Rooke officially took command of the ship.  After a short period of specialist equipment fit-out, HMNZS Aotearoa will conduct sea trials before embarking on a series of port visits which will include a very special one to her Home Port of New Plymouth later this year.  More.....
29 Jul 2020 Commemorative Medallion and Certificate recognise Second World War veterans
A special commemorative medallion marking the 75th anniversary of the end of the Second World War is now available to every living Second World War veteran to say ‘thank you for your service’.  Minister for Veterans’ Affairs Darren Chester today launched the medallion and certificate in the lead up to the end of the Second World War commemoration on 15 August, awarding the first medallion to Sale veteran Rose Jackson.  More.....
29 Jul 2020 New initiative strengthens housing support for veterans
Improving understanding of veteran homelessness among housing providers will be the focus of a new set of industry standards, training materials and a toolkit being developed by the Department of Veterans’ Affairs (DVA) and the Community Housing Industry Association (CHIA).  Minister for Veterans’ Affairs Darren Chester said any instance of veteran homelessness was concerning and this initiative will strengthen the relationship between housing providers, DVA, ex-service organisations (ESOs) and Open Arms — Veterans and Families Counselling.  More.....

26 July 2020 Putin reveals plan to expand Russia's navy with 40 new vessels
Russia will add new ships, vessels and weapons to its navy this year to demonstrate its growing power, President Vladimir Putin said on Sunday. He used a naval parade near St Petersburg marking the country's Navy Day celebrations to announce the modernisation, saying Russia needed a strong navy to defends its interests.

Royal Australian Navy nursing officer Lieutenant Commander Steven Grosser has paused the posting of a lifetime to return to Australia and help with Operation COVID-19 ASSIST.  At the start of the year, Lieutenant Commander Grosser was posted to the Naval Medical Centre San Diego with the US Navy to understand how they conduct their simulation training.  More.....

Welcome to ‘China military watch’, a new monthly feature in The Strategist from ASPI’s defence analysts examining developments in Chinese military affairs.  China has announced the beginning of mass production of the J-20B ‘Mighty Dragon’ fifth-generation fighter.  The J-20B is an upgrade of the J-20A and adds vectored thrust-engine technology for increased manoeuvrability during air combat within visual range, which is intriguing because it implies that the PLA Air Force still sees ‘dogfighting’ as important.  More.....
24 Jul 2020 Statement - Australian Joint Task Group transit in South China Sea
An Australian Defence Force Joint Task Group (HMA Ships Canberra, Hobart, Stuart, Arunta and Sirius) transited the South China Sea independently from 14-18 July, including near the Spratly Islands, en route to Hawaii for Exercise RIMPAC.

There was no confrontation.  All interactions with foreign warships throughout the deployment were conducted in a safe and professional manner, as we would expect in response to vessels operating in international waters in accordance with international law.  There was routine and professional naval communications.

The Joint Task Group’s transit in the South China Sea occurred in international waters in accordance with freedom of navigation rights under international law.

24 Jul 2020 First keel laying of the new Navy Patrol Boats
The Morrison Government’s National Shipbuilding Program has reached another milestone with the laying of the keel on the first of six new Cape Class Patrol Boats for the Royal Australian Navy.  The vessels are being built by Western Australian company Austal at Henderson, which will grow the patrol boat force to 16 vessels, while the new larger Arafura Class Offshore Patrol Vessels are introduced into service.  More.....

22 Jul 2020 Navantia Australia completes LHD design upgrade
Navantia Australia has successfully completed a major design update for the Royal Australian Navy’s Canberra Class LHDs, installing an Advanced Stabilised Glide Slope Indicator (ASGSI).  A consortium of Navy, CASG, Naval Ship Management, Owen International, AGI and Navantia Australia collaboratively worked through an engineering change to install the new Advanced SGSI system in a very tight timeline, which has restored the capability reliability.  More.....
21 Jul 2020 How to stop China completing its takeover of the South China Sea
China appears to be accelerating its campaign to control the South China Sea and the Senkaku Islands in the East China Sea.  Beijing does itself no favours with the highly ambiguous nature of its claims in the region.  Its internationally condemned ‘nine-dash line’ sometimes appears to be delineating its claims to the island features within it.  More ominously, Beijing sometimes insinuates the line as a maritime delineation, carving out sovereign control of the sea itself as well as the airspace above it.  More.....
21 Jul 2020 Australia, Japan and US exercise in Philippine Sea
Australia, Japan and the US are currently conducting a trilateral passage in the Philippine Sea on the way to participate in Exercise Rim of the Pacific (RIMPAC) in Hawaii.  An Australian Defence Force (ADF) Joint Task Group has joined the USS Ronald Reagan Carrier Strike Group, which includes the United States Navy’s guided-missile cruiser USS Antietam and guided-missile destroyer USS Mustin and the Japanese Maritime Self-Defense Force’s Akizuki-class destroyer JS Teruzuki.  With HMA Ships Canberra, Hobart, Stuart, Arunta and Sirius taking part, the activity includes replenishment at sea, aviation operations, maritime manoeuvres and communications drills.  More.....

21 Jul 2020 Our July Navy Hero is Rear Admiral Andrew John Robertson AO DSC RAN
Andrew John Robertson was born at Kings Norton, near Birmingham, England on 11 April 1925, his family later migrating to Perth, Western Australia. He joined the Royal Australian Naval College in early 1939 as a Cadet Midshipman, was made a Cadet Captain and awarded his colours for rugby. Upon graduating, in 1942, he was awarded ‘maximum time’ (three months early promotion to Lieutenant), the grand aggregate, history and mathematics prizes as well as the Otto Albert Memorial Prize for seamanship. Robertson was also awarded the prestigious King’s Medal as the Cadet Midshipmen for displaying the most exemplary conduct, performance of duty and good influence amongst his peers.  More.....
21 Jul 2020 NATO Black Sea exercise kicks off as Moscow puts its regional forces on alert
The U.S. warship Porter entered the Black Sea on Sunday to take part in an annual NATO exercise, days after Russia placed its Black Sea forces on alert.  Sea Breeze 2020 is cohosted by the United States and Ukraine and involves more than 2,000 personnel from Bulgaria, Georgia, Norway, Romania, Spain and Turkey.  More.....
21 Jul 2020 US Navy takes delivery of new, more powerful radar
The U.S. Navy has taken delivery of the first AN/SPY-6 radar array for the Flight III Arleigh Burke-class destroyer Jack Lucas, which was designed and built specifically to accommodate the upgraded air and missile defense radar.  The Raytheon-built system is about 30 times more sensitive than the SPY-1 arrays on the Navy’s cruisers and destroyers, but it requires much more power. That led to a significant redesign of the Flight IIA DDG.  More.....
21 Jul 2020 Sixty years since Navy bedrock was laid
Over 60 years have passed since one of the Navy’s most iconic buildings was erected. On 30 April 1960, the foundation stone for the HMAS Watson Chapel was laid. The foundation stone is dedicated to a boy named William whose father, a sailor in the Royal Australian Navy, had given his life in World War II mere months before William was born.  He was chosen to symbolise all who have made the ultimate sacrifice as members of the Royal Australian Navy and its associated services.  More.....

20 Jul 2020 Nimitz Strike Group Participates in Cooperative Exercises with Indian Navy
The Nimitz Carrier Strike Group, consisting of flagship USS Nimitz (CVN 68), Ticonderoga-class guided missile cruiser USS Princeton (CG 59) and Arleigh Burke-class guided missile destroyers USS Sterett (DDG 104) and USS Ralph Johnson (DDG 114), participated in cooperative exercises with the Indian Navy in the Indian Ocean commencing July 20.  More.....

Sailors in Navy’s Cape Class Patrol Boats are buoyed by the recent approval by Chief of Navy to replace their ‘Royal Australian Navy’, ‘HMA Patrol Boat’ and ‘Patrol Boat Group’ tally bands with their own ship’s name.  According to Director of the Sea Power Centre - Australia, Captain Sean Andrews, cap ribbons have been in use by naval fleets and merchant shipping lines for over 100 years, with the earliest recorded use by Australian naval forces during colonial times.  More.....

The government’s continuous shipbuilding program has provided a fillip for defence industry in South Australia and Western Australia, but benefits are also set to flow to other parts of the country.  Importantly, Australia’s north, particularly Cairns and Darwin, will see an increased naval presence that will not only strengthen the security of the north, but provide additional economic opportunities.  More.....
17 Jul 2020 Ballarat strikes gold with unmanned aerial vehicle
Two of Navy’s newest cutting-edge capabilities have combined, with the Anzac Class Frigate HMAS Ballarat embarking an S-100 Camcopter Unmanned Aerial Vehicle for flight trials off the Eastern coast of Australia.  Personnel from Navy’s 822X Squadron and test specialists from the Aircraft Maintenance and Flight Trials Unit (AMAFTU) embarked Ballarat to collect data on how the 200 kilogram S-100 Camcopter UAV can launch and be retrieved at sea.  More.....

On Dover’s White Cliffs, journalist Charles Gardner was transfixed by the dogfight playing out before his eyes.  His impressions were recorded by BBC engineers.  The next day the nation would hear them and, before the week was out, the rest of the free world.  “Well now the Germans are bombing a convoy out at sea. As of 3:30 p.m. Pacific time July 13, firefighting teams continue operations on board USS nhomme Richard (LHD 6). 59 personnel, 36 U.S. Navy Sailors and 23 civilians, have been treated for minor injuries including heat exhaustion and smoke inhalation. 13 Jul 2020 UPDATED 2:19 a.m. July 13, 2020: USS Bonhomme Richard Fire
As of 2:00 a.m. defensive operations continue on board USS Bonhomme Richard (LHD 6). Additionally, aerial firefighting operations commenced via helicopter water bucket at 1:30 a.m. with two helicopters from Helicopter Sea Combat Squadron THREE. 
As of 1:24 a.m., there are 15 personnel including 13 Sailors and two Federal Fire firefighters, admitted to local hospitals. All are currently in stable condition.  More.....
13 Jul 2020 First intake of apprentices for Hunter Class Frigate Program
Amid a surging interest in shipbuilding careers, the first intake of apprentices from South Australia has started work on the Morrison Government’s Hunter Class Frigate Program.  Minister for Defence Industry, Melissa Price, said the 18 apprentices will form part of the growing workforce that will build the Royal Australian Navy’s nine Hunter class anti-submarine warfare frigates.  More.....
10 Jul 2020 Lasers could replace sailors in peeling old paint off ships
Who among the Navy’s best and brightest hasn’t at some point earlier in their enlisted career been forced to scrape rusting, dilapidated paint from the various corners of the service’s ageing fleet of vessels?  Hardly anyone, perhaps, until now.  The Naval Undersea Warfare Center Division, in partnership with industry, has discovered that laser ablation may be the key to removing hazardous paint and other coatings from ships’ surfaces in a cheaper, faster way than conventional methods.  More.....
10 Jul 2020 US Marine returns a positive test for COVID-19 on arrival to Australia
A United States Marine has returned a positive result for COVID-19 at an initial screening on arrival in Darwin.  The individual was part of the third group of Marines who arrived on Wednesday, 8th July, to take part in this year’s Marine Rotational Force-Darwin (MRF-D) visit.  In line with established processes and the agreed plans for MRF-D, the Marine will be taken to the Royal Darwin Hospital by Northern Territory Health patient transport for assessment.  More.....

08 Jul 2020 Local organisations receive funding to support veterans’ health and wellbeing
Twenty-eight local organisations that provide activities to boost the health and wellbeing of veterans and their families across Australia were today announced as recipients of the Veteran and Community Grants (V&CG) program.  Minister for Veterans’ Affairs Darren Chester said the more than $470,000 in funding would support these organisations to run activities to help reduce social isolation, purchase essential equipment and improve existing programs and services for veterans and their families.  More.....
07 Jul 2020 Attack-class Submarine Program Moving Forward
Naval Group and its Australian subsidiary Naval Group Australia task themselves with the construction project of building 12 new future Attack-class submarines to replace the Collins-class attack submarines currently in service.  The Royal Australian Navy’s Collins-class submarines were the first locally produced Australian submarines built in partnership with a few European countries during the 1990s and are expected to reach the end of their service lives in 2026 although plans are for all six Collins submarines to undergo upgrades to prolong their lives until the Attack-class enter service.  More.....
07 Jul 2020 Russia Is Using Treaty Clause To Change Submarine Balance In Mediterranean
The Russian Navy’s Black Sea Fleet can now deploy its submarines to the Mediterranean.  This is despite an international treaty which many thought would prevent it.  The Montreux Convention, agreed in 1936, prohibits submarines from passing through the Bosporus Strait, which connects the Black Sea to the Mediterranean.  There are exceptions in the treaty for special cases for Black Sea nations:  delivery of new submarines to the Black Sea, and exits for repairs.  Russia is now routinely using these clauses to reestablish a permanent submarine presence in the Mediterranean.  This is changing the balance of power there.  More.....

The Nimitz and Ronald Reagan Carrier Strike Force are conducting dual carrier operations in the South China Sea, July 6.  The Nimitz and Ronald Reagan strike groups conducted several exercises and operations to strengthen warfighting readiness and proficiency in an all-domain environment.  Integrated operations included air defense exercises, tactical maneuvering drills, simulated long-range maritime strike scenarios, and coordinated air and surface exercises to maintain combat readiness and maritime superiority.  More.....

A World War 1 admiral is the unlikely subject for a big-screen biopic by a British filmmaker.  Sea Lord intends to tell the story of Admiral Sir John ‘Jacky’ Fisher who was architect – and leader, briefly – of the Royal Navy in World War 1.  A decade before the Great War, Fisher revolutionised the Senior Service as its First Sea Lord, focusing on technology and modernisation, axing aged vessels, and above all for his advocacy of all-big-gun battleships, beginning with HMS Dreadnought… which rendered every other warship afloat obsolete upon her launch in 1906.  More.....

Advocacy services for veterans today received a boost with more than 160 ex-service organisations (ESOs) across Australia sharing in $4.2 million of funding under the Australian Government’s Building Excellence in Support and Training (BEST) grants program.  Minister for Veterans’ Affairs Darren Chester said the government is committed to providing support to local communities and the advocacy services offered by ESOs are particularly important while we experience unprecedented times with the coronavirus pandemic.  More.....

Occasionally Australian strategic defence policy has moments of enlightenment when it breaks free from the evasions, platitudes and niceties of normal diplomatic discourse.  Such a moment occurred last week when Prime Minister Scott Morrison released the defence strategic update and force structure plan. 06 Jul 2020 Royal Australian Navy's Fifth ANZAC-class Frigate HMAS Toowoomba to undertake AMCAP upgrade

03 Jul 2020 Australian shipbuilder pushes back against reports of frigate design concerns
The builder of the Royal Australian Navy’s new Hunter-class frigates has told Defense News that the ship’s design remains “within agreed weight and space envelopes,” despite a recent report in Australian media claiming recent changes have caused concern.  ASC Shipbuilding was responding to a June 26 story in the Australian Financial Review that said growth in the ship design’s weight and length is “sparking concerns.”  More.....

In this interview, ASPI’s executive director Peter Jennings talks to The Strategist’s Brendan Nicholson about Australia’s 2020 defence strategic update and new force structure plan.  They discuss the extent to which the nation’s strategic situation has deteriorated in the four years since the 2016 defence white paper, the acceptance that Australia must abandon its long-held expectation that it will have 10 years to prepare for a major conflict, and the decision to provide the Australian Defence Force with a much more potent strike capability to deter an attacker.

02 Jul 2020 Farewell to Vice Admiral Ian MacDougall - Australia’s most senior submariner
Australia’s most senior submariner and former Chief of Navy, Vice Admiral Ian MacDougall, has died at age 82 in Tasmania.  Vice Admiral MacDougall joined the Royal Australian Navy a month before his 16th birthday, when he commenced Midshipman training at the Royal Australian Naval College in 1954.  Demonstrating a strong aptitude for leadership and seamanship, Midshipman MacDougall completed his Phase III training in the United Kingdom at the Royal Naval College in August 1957, before returning to Australia and joining the Battle Class Destroyer HMAS Anzac (II).  More.....

It seems counter-intuitive, but China is increasingly a concern for the commander of U.S. Naval Forces in Europe and Africa and NATO's Allied Joint Force Command.  Navy Adm. James G.
